This Pratt Center issue brief focuses on a critical ingredient in building the infrastructure for an energy efficiency revolution: financing mechanisms that help residents retrofit their homes. While retrofits- air sealing, insulation, HVAC, lighting, and appliance upgrades- result in significant cost savings, few property owners have signed up because of the hefty upfront cost. In this brief, Pratt Center assesses the major new energy efficiency initiatives and recommends a far-reaching role for the programs’ stewards to ensure that homeowners and tenants get strong support as they choose among financing and contractor options, and the investments bring maximum benefit to New York homes, businesses, neighborhoods, and the environment.
