Director of Planning and Policy  Apply >

Pratt Center currently seeks to hire a Director of Policy and Planning (DPP). Under the guidance and supervision of the Deputy Director, the DPP will lead in the development of the Center’s policy & advocacy initiatives and campaigns on issues including economic and workforce development, transportation, sustainability and environmental justice, land use, and community development. The DPP will supervise a staff of urban planners and GIS specialists who manage data-driven research projects, community planning technical assistance projects, and other collaborations with research and community-based partners. The DPP will lead the development of new grant-funded or client-based policy and urban planning projects; and will oversee the implementation of the projects and the development of project deliverables including community plans, data visualizations, and policy platforms. Working in coordination with the Deputy Director, the DPP is responsible for the delivery of all of Pratt Center’s policy-related communications, including positions and testimony, policy reports researched by themselves as well as other staff, issue briefs and other policy publications, and other communications as needed. The DPP will coordinate this work with staff members working on other areas of Pratt Center programs including communications, fundraising, and program development.

The DPP is a member of the senior leadership team of Pratt Center and collaborates with the Deputy Director and Executive Director on setting the goals and objectives that enable the Center to meet its mission. This position has considerable contact and communication with non-Pratt entities including community-based groups, elected officials, City agency representatives, and many other external partners.

Job Duties

  • Lead the development of Pratt Center’s policy and advocacy campaigns
  • Oversee policy research, collect (or oversee collection of) and analyze original and secondary data, develop policy reports and other products
  • Oversee the project managers of community planning technical assistance projects; responsible for the development of project work plans and budgets; responsible for implementation of all project tasks and creation of deliverables.
  • Coordinate the use of a wide range of methods (planning, demographic, economic, and statistical research; GIS; participatory action research and surveys; etc.) to identify key issues, develop public policy solutions, and advocate for policy change.
  • Coordinate and support policy research projects being conducted by program staff, from inception to publication.
  • Serve as lead staff member to research and write reports for several specific policy projects.
  • Represent Pratt Center in meetings with community-based organizations and clients, collaborating colleagues, at general community and coalition meetings, and with other stakeholders, including policymakers, and press.
  • Supervise staff, interns and consultants as assigned
  • Perform all other related duties as assigned

Education: Master’s degree in Urban Planning, Policy or related field; or equivalent work experience.

Experience: Five years minimum experience in urban policy and planning-related projects, research and/or policy development, and/or experience working in community-based organizations in low-income communities/communities of color. Experience with community and/or political organizing and a strong understanding of the various roles played in that process. Must have a high level of comfort in group settings with diverse stakeholders, and experience designing and implementing data-driven policy projects where racial, social and economic justice are a central theme. Must have considerable experience and comfort with public speaking, persuasive argumentation in group settings, and media advocacy. Some project management experience is required.

Skills: Must have strong communication skills (written and verbal), and demonstrated community planning skills. Must have strong data manipulation and analysis as well as spatial visualization skills. Knowledge of community-based planning issues, including zoning and land use policy, is required. Familiarity with transportation, environmental justice, racial justice, real estate development, and affordable housing issues - as well as the New York City advocacy community working in these issue areas - is required. Must have strong personnel management skills. Must be adept with Microsoft office products.

Pratt Center currently seeks to hire an Operations Manager (OM). Under the guidance and supervision of the Director of Development & Operations, the OM will be responsible for cultivating collaboration and accountability across Pratt Center and developing effective management systems and procedures, including efforts to promote diversity, equity and inclusion. The OM will work collaboratively with other members of the Pratt Center staff to create structures and processes that address operational challenges. S/he will play a key role in procedures such as contracting, financial management and reporting, records management, facilities management, human resources, scheduling, and events management. In performing these functions, the OM will play a critical role in ensuring that the organization achieves its mission and embodies its values; s/he will lead and support efforts to foster the development of organizational capabilities and structures needed to support Pratt Center’s strategic plan. 

Job Duties:

  • Work closely with Director of Development and Operations to maintain or improve overall operational efficiency, demonstrating a continuous effort to improve operations, making sure Pratt Center’s standards, policies, and procedures are implemented, met, and maintained consistently;
  • Identify, plan, and coordinate the execution of events and special projects from inception to completion; assist in event needs assessment, budget preparation, work planning, scheduling, tracking and management of costs; communicate milestones and updates to the appropriate parties;
  • Lead on contract management for contracts related to City, State and Federal funding awards;
  • Initiate and maintain vendor relationships and contract negotiation, make purchases, and control expenses;
  • Manage the scheduling and calendaring of high-level organizational meetings, including staff meetings, committee meetings, strategy meetings, etc.; ensure meeting agendas and minutes are documented at all staff meetings;
  • Manage the hiring process for Pratt Center staffing needs: create job descriptions; coordinate the hiring process with Pratt Institute’s H.R. department; develop new  on-boarding and off-boarding processes for staff, interns and fellows; and share duties with Office Manager for on-boarding and off-boarding staff, interns and fellows;
  • With the support of Pratt Institute’s Technology department and Office Manager, manage and centralize Pratt Center’s information technology assets and resources, including physical infrastructure assets, website-related accounts and services, online accounts and services, and other IT-related investments; with Office Manager, anticipate and coordinate staff IT needs and resources.
  • In collaboration with Office Manager, organize and maintain administrative files and records for Pratt Center operations, including signed agreements, project records, employee files, etc.;
  • In collaboration with Office Manager, manage Pratt Center on and off-site storage and space planning, ensure office and operation requirements are met;
  • Manage internal communications practices and develop systems and procedures to keep staff and other external stakeholders informed of relevant priorities and news.
  • Ensure consistent application staff-wide of Pratt Center policies and procedures.
  • Other duties as assigned to support Director of Development and Operations

Education:  Bachelor’s degree or related experience.

Experience:  A minimum of 3 – 5 years of successful experience in an administrative capacity is required. Must have demonstrated experience in one or more subject areas that fall under this position: contract management, operational systems management, human resources, financial management, or events management. Must have demonstrated experience as a member of an administrative or operations team where collaboration, problem solving, and implementation of administrative procedures was required. Experience managing interns or volunteers is a plus.

Skills: Must have excellent oral and written communication and problem-solving skills, and be capable of managing multiple priorities simultaneously. Must demonstrate sound strategic thinking and display a systems-oriented approach to problem solving.  A high level of internal accountability, self-organization, attention to detail, and discipline is required. Excellent computer skills, including, Excel, Word, PowerPoint, Outlook and demonstrated understanding of structures of complex databases, is required. Must excel at working with people at all levels with an openly engaging, energetic, and diplomatic personality, and must have an aptitude for positively encouraging a team environment. Must have the ability to maintain composure and flexibility, demonstrate discretion, and make sound and safe professional judgments.
