This report documents the housing affordability crisis under Governor George Pataki’s administration and suggests policies for the next Governor to strengthen the New York housing market. While the need for affordable housing grew, the Pataki administration cut spending on housing low- and moderate-income housing programs, spent excessively on luxury housing, rolled back rent regulations and tenant protections, limited state support for supportive housing and adult care facilities. Pratt Center recommends strategies for the next administration to restore New York’s affordable housing legacy, including innovative approaches to financing, planning for equitable growth, preserving existing affordable housing, increasing spending for low-income housing and ending homelessness, and reforming the state housing authorities and administration.
