NYSERDA's EmPower program enables low-income homeowners to implement energy efficiency upgrades.
From NYSERDA: "Income-eligible New Yorkers can get no-cost upgrades that reduce energy bills. Now you don’t have to choose between utilities and other necessities."
EmPower's FREE energy saving measures for low-income New Yorkers include new lighting; replacement of old appliances such as refrigerators; insulation; air sealing; and training on how to use less energy in your daily routine.
Renters or owners who live in 1-100 unit buildings are eligible to apply. Household income of the resident must be at or below 60% of State Median Income (i.e. HEAP eligible).
